I have a XENTEC 9007 8000k BI LOW xenon HID kit on a 2005 dodge grand caravan only the hi is working *HELP*?

I want help sooooo much I had a 1995 mercury cougar xr-7 I had this set xentec 9007 8000k bi low hid's on my cougar then bought this 2005 dodge grand caravan,the lights worked perfect on my cougar ,I had hi and low lights I installed them on the caravan and I think I am only getting the lows or hi's I cant tell when I press back to switch to brights there is nothing it sais there supposed to be on,I checked all fuses and then reinstalled on cougar they worked fine on the cougar reinstalled on caravan again only have lows or hi's cant tell someone out there has to have this same issue,I also just ordered a set of these 9007 8000k for my wifes car 1996 dodge intrepid same thing wont switch to bright! im so confused please please help me I will be so greatfull!!!!
You have to first identify what is working high or low beams. don't install the bulb and look at the light is it the HID that turns on or the halogen capsule bulb. if it's the hid then you'll have to track the voltage to the halogen unit .
If it's the halogen then you'll have to track the voltage to the hid ballast
